Compare benefit by benefit
Distinguish a tuition waiver, a fixed tuition reduction, a cash allowance and accommodation provided in kind. A tuition-only waiver is not a fully funded award.
General research guidance
Partial funding can come from CSC or a university. Its value depends on the expenses actually covered and the conditions attached.

“Not covered” requires explicit evidence. An unmentioned expense is unknown, not free and not necessarily excluded. Check housing, insurance, travel, deposits and personal expenses with the institution.
Only subtract a verified discount from verified tuition for the same currency, period and fee basis. Do not combine a monthly allowance with an annual fee as if they were interchangeable. Sahla defers tuition estimates when those inputs are unavailable.
A university may administer a Chinese Government Scholarship without being its funder. Keep the CSC origin separate from the university application route.
Look for an award established or funded by the university itself. A university portal may also list CSC, provincial and other awards with different funders.
